~ RAP (Rental Assistance Program) ~
HELP assists households with delinquent rent payments and helps people who need security deposits. HELP's RAP Program serves residents of Dauphin County and follows their specific guidelines.
To be eligible, one must meet the following requirements:
- Be homeless or facing eviction
- Have a written agreement with the landlord agreeing to stop the eviction
- Have sufficient income over the amount of rent to pay for utilities, food, and basic living expenses
- Have written verification of all household income at
or below 200% of the poverty guideline
- Have received all the Title IV-A Emergency Shelter
Assistance (ESA) from the County Assistance Office
for which you are entitled
- Be a Dauphin County resident or plan to move to
Dauphin County
What Rental Assistance Funds Can Pay For:
- Move-in assistance—security deposits and/or first
month's rent for those who are homeless
- Back rent to stop eviction (payment is made only
when the it brings the total amount owed to $0.00)
- Court Costs—legal fees incurred in resolving a court
eviction
What Rental Assistance Funds CANNOT Pay For:
- Mortgages, lease to purchase, or escrow payments
- Damages or maintenance fees
- Current or future rent unless enrolled in the
Permanency for Families Program
- Back rent for a residence where you no longer reside
- Move-in assistance after you have moved in
- Move-in assistance due to eviction for non-payment
of rent or being an undesirable tenant
- Back rent that cannot be verified due to loss of
income or an emergency situation
- Section 8 or subsidized housing back rent
